From shopping centers to residential areas, they \u2013 directly or indirectly \u2013 have become a part of our daily routines. Becoming the first line of defense in an integrated security system for their clients\u2019 assets.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though it&#8217;s very likely that you see security guards every day in your life, have you ever asked yourself, what\u2019s the official definition of security guards? When was the security guard formed in Indonesia? What\u2019s the actual duties and functions of security guards? Is there any training that needs to be done to be security guards?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If so, this article will give you everything you need to know about security guards in Indonesia and answer all of those questions.<\/span><\/p>\n<p><b>Security Guard in Indonesia<\/b><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s pretty common for security guards in Indonesia to be called simply as \u201csecurity\u201d, even amongst Indonesians. Though the \u201cofficial\u201d Indonesian word for security guard \u2013 as will be explained further later in this article \u2013 is \u201c<\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\">\u201d<\/span> <span style=\"font-weight: 400;\">(short for \u201c<\/span><i><span style=\"font-weight: 400;\">satuan pengamanan<\/span><\/i><span style=\"font-weight: 400;\">\u201d).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, what is the official definition of security guard or <\/span><i><span style=\"font-weight: 400;\">satpam <\/span><\/i><span style=\"font-weight: 400;\">in Indonesia?<\/span><\/p>\n<p><b>The Definition of <\/b><b><i>Satpam <\/i><\/b><b>(Security Guard)<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">Disclaimer<\/span><\/i><span style=\"font-weight: 400;\">: <\/span><i><span style=\"font-weight: 400;\">As per writing this article, there is no official [English] translation of the regulations that will be referred to in this article. All translations were provided by the writer of this article.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The official definition of <\/span><i><span style=\"font-weight: 400;\">satpam <\/span><\/i><span style=\"font-weight: 400;\">are stated in the Regulation of the Indonesian National Police Number 4 of 2020 on Private Security (<\/span><i><span style=\"font-weight: 400;\">Peraturan Kepolisian Negara Republik Indonesia Nomor 4 Tahun 2020 Tentang Pengamanan Swakarsa<\/span><\/i><span style=\"font-weight: 400;\">) or <\/span><i><span style=\"font-weight: 400;\">Perpol <\/span><\/i><span style=\"font-weight: 400;\">No.4 of 2020, that says;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><i><span style=\"font-weight: 400;\">Satuan Pengamanan <\/span><\/i><span style=\"font-weight: 400;\">or <\/span><i><span style=\"font-weight: 400;\">Satpam <\/span><\/i><span style=\"font-weight: 400;\">is a non-judicial unit or category of profession [that serve as a] police force with limited functionality that are formed through recruitment by security services business entities or security guard service users to perform security activities in conducting private security at their workplace.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For additional information, private security or <\/span><i><span style=\"font-weight: 400;\">PAM Swakarsa <\/span><\/i><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Pengamanan Swakara<\/span><\/i><span style=\"font-weight: 400;\">) is a type of security activities that are performed by a unit or a category of profession that serve as a police force with limited functionality on the communities\u2019 own will, awareness, and interest. This form of security activities are officially recognized by the National Police of Indonesia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beside <\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\"> or security guard, other category in <\/span><i><span style=\"font-weight: 400;\">Pam Swakarsa <\/span><\/i><span style=\"font-weight: 400;\">is the Neighborhood Watch (<\/span><i><span style=\"font-weight: 400;\">Satuan Keamanan Lingkungan<\/span><\/i><span style=\"font-weight: 400;\">) and <\/span><i><span style=\"font-weight: 400;\">Pam Swakarsa <\/span><\/i><span style=\"font-weight: 400;\">that come from social institutions or local wisdom, that are;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Pecalang <\/span><\/i><span style=\"font-weight: 400;\">in the Province of Bali<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Kelompok Sadar Keamanan dan Ketertiban Masyarakat<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Siswa Bhayangkara<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Mahasiswa Bhayangkara<\/span><\/i><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These groups got their official recognition from the <\/span><b>Indonesian National Police\u2019s<\/b><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Polri<\/span><\/i><span style=\"font-weight: 400;\">) <\/span><i><span style=\"font-weight: 400;\">Kakorbinmas Baharkam <\/span><\/i><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Kepala Korps Pembinaan Masyarakat Badan Pemelihara Keamanan<\/span><\/i><span style=\"font-weight: 400;\">), or the <\/span><b>Head of the Community Development Corps of the Security Maintenance Agency<\/b><span style=\"font-weight: 400;\"> through recommendation letters from the <\/span><b>Regional Police\u2019s<\/b><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Polda<\/span><\/i><span style=\"font-weight: 400;\">) <\/span><i><span style=\"font-weight: 400;\">Dirbinmas<\/span><\/i><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Direktur Pembinaan Masyarakat<\/span><\/i><span style=\"font-weight: 400;\">), or the <\/span><b>Director of Community Development<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, with all these different kinds of private security groups that\u2019s officially recognized in Indonesia, who could actually be called as a security guard?<\/span><\/p>\n<p><b><i>Satpam <\/i><\/b><b>(Security Guard) Member Definition<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Section 1 of the 4<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> Article in the <\/span><i><span style=\"font-weight: 400;\">Perpol <\/span><\/i><span style=\"font-weight: 400;\">No. 4 of 2020 stated that the member of security guard is\u2019<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c\u2026 a private security [<\/span><i><span style=\"font-weight: 400;\">pegamanan swakarsa<\/span><\/i><span style=\"font-weight: 400;\">] officer that is recruited, trained, have a [<\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\">] license and employment status based on [the Indonesian] laws and regulations.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A security guard prospective member are differentiated into two categories based on their backgrounds that affects the requirements needed for a prospective security guard member in the first step of becoming a security guard member<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The two categories are;<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Individuals<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Former police member and Former military member<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">While the three steps of becoming a security guard member are;<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recruitment<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Training<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Inauguration<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">The relatively new <\/span><i><span style=\"font-weight: 400;\">Perpol <\/span><\/i><span style=\"font-weight: 400;\">No. 4 of 2020 is viewed as a foundation for security guard reformation in Indonesia, that officially recognized security guard as a profession with a clear career path based on the time served and competency of a security guard member.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A change in the right direction for the security guards nearing its 40<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> birthday at the time the regulation was passed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But when does it all start? When did security guards start in Indonesia?<\/span><\/p>\n<p><b>The Start of Security Guard in Indonesia<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The development of security guard or <\/span><i><span style=\"font-weight: 400;\">satpam <\/span><\/i><span style=\"font-weight: 400;\">in Indonesia started on the 30<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of December 1980. A date that was later chosen to be the birth date of <\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the time, Awaloedin Djamin, the then Chief of the Indonesian National Police (1978-1982) passed the Chief of the Indonesian National Police Decree No. <\/span><i><span style=\"font-weight: 400;\">Pol.:SKEP\/126\/XII\/1980 <\/span><\/i><span style=\"font-weight: 400;\">on <\/span><i><span style=\"font-weight: 400;\">Satpam <\/span><\/i><span style=\"font-weight: 400;\">Development System (<\/span><i><span style=\"font-weight: 400;\">Surat Keputusan Kapolri No. Pol.:SKEP\/126\/XII\/1980 tentang Pola Pembinaan Satpam<\/span><\/i><span style=\"font-weight: 400;\">).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As written by <\/span><a href=\"https:\/\/historia.id\/urban\/articles\/silakan-ini-sejarah-satpam-vZXbM\/page\/1\"><span style=\"font-weight: 400;\">historia.id<\/span><\/a><span style=\"font-weight: 400;\">, Awaloedin Djamin created a security guard to help the Indonesian National Police \u2013 that has a limited amount of personnel \u2013 to protect retail and office areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These security guard personnel will be paid by security companies while trained by the police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The word \u201c<\/span><i><span style=\"font-weight: 400;\">satuan pengamanan<\/span><\/i><span style=\"font-weight: 400;\">\u201d or <\/span><i><span style=\"font-weight: 400;\">satpam <\/span><\/i><span style=\"font-weight: 400;\">itself is chosen by Awaloedin Djamin as the Indonesian translation of \u201csecurity guard\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To increase participation of the people, the <\/span><i><span style=\"font-weight: 400;\">Swakarsa <\/span><\/i><span style=\"font-weight: 400;\">Social and Security Public Order System (<\/span><i><span style=\"font-weight: 400;\">Sistem Keamanan dan Ketertiban Masyarakat Swakarsa<\/span><\/i><span style=\"font-weight: 400;\">) was announced by the Indonesian National Police with the support of The Operational Command for the Restoration of Security and Order (<\/span><i><span style=\"font-weight: 400;\">Komando Operasi Pemulihan Keamanan dan Ketertiban<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This security system was prepared thoroughly by Awaloedin Djamin, for rural areas and office areas to residential and retail areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After further research and comparative studies, the National Police Decree No. <\/span><i><span style=\"font-weight: 400;\">Pol.:SKEP\/126\/XII\/1980 <\/span><\/i><span style=\"font-weight: 400;\">was finally passed by Awaloedin Djamin.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the preparation stage, the uniform color of the security guards was shown in an event at the Indonesian National Police headquarter by the then Indonesian National Police Head of Logistics, Police Brigadier General Drs. Basiroen Nugroho.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Awaloedin Djamin then chose two colors for the security guard uniform, that are;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Field Uniform; Blue tops and blue bottom ware.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Office Buildings Uniform; White tops and blue bottom ware.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Additional attributes such as the name of the company and the Indonesian National Police region where the security guards are working must be sewn on the sleeves.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not long after the decree was passed, the number of security guard personnel in Indonesia increased by 30,000. By 2020, <\/span><a href=\"https:\/\/jurnalsecurity.com\/dirgahayu-satpam-indonesia-yang-ke-40\/\"><span style=\"font-weight: 400;\">the number of security guard personnel<\/span><\/a><span style=\"font-weight: 400;\"> was approximately 1,600,000. Though only 500,000 was officially recorded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because of his service, on the 30<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of December 1993 in the 13<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> birthday of <\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\">. Awaloedin Djamin was given the title \u201cFounding Father of <\/span><i><span style=\"font-weight: 400;\">Satpam <\/span><\/i><span style=\"font-weight: 400;\">(Security Guard) in Indonesia\u201d by the Police Lieutenant General Drs. Banurusman.\u00a0\u00a0<\/span><\/p>\n<p><b>Security Guard Personnel Duties, Functions, and Role<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Since their creation by Awaloedin Djamin, security guard personnel duties are mainly to secure and maintain order in their workplace.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their duties and functions, commonly known as \u201cmain duties and function\u201d (<\/span><i><span style=\"font-weight: 400;\">\u201ctugas pokok dan <\/span><\/i><span style=\"font-weight: 400;\">fungsi), or TUPOKSI, used to be regulated by Article 6 of the Chief of the National Police Regulation No. 24 of 2007 on Security Management System of Organizations, Companies And\/or Government Agencies\/Institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their main duties are mentioned in Paragraph 1, that says;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c . . . to conduct security activities and maintain orders in their workplace or area that include physical, personnel, informational security aspects and other technical security activities.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While their function is explained in Paragraph 2, that says;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c . . . to protect and guard their workplace\/work area from any security disturbance, and to enforce applicable rules and code of conduct in their workplace.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though the definition has been made redundant by the Indonesian National Police Regulation No. 4 of 2020 (as mentioned in Article 47 of Indonesian National Police Regulation No. 4), it appears that the new definition hasn\u2019t changed much of the security guards\u2019 personnel duties and functions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, the new regulation merged their duties and functions simply as \u201csecurity guards\u2019 personnel duties\u201d, as Point A and Point B of Paragraph 2, Article 16 stated;<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">[To] conduct security activities and maintain orders in their workplace and work area that include physical, personnel, informational security aspects and other technical security activities.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">[To] protect and guard civilians in their workplace and work area.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">While their role are defined in Point A and Point B of Paragraph 3, Article 16, that says;<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">[To] be the main support of organization, companies and\/or government agencies\/institution leaders, security guards service users in the field of security and order management supervision; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Indonesian National Police partner in public security and order supervision, enforcement of laws and regulations and to increase security awareness and caution in their workplace\/work area.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">These duties and roles are imposed to security guards\u2019 personnel that have been inaugurated, where they will be given;<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Security Guard Rank Decree (<\/span><i><span style=\"font-weight: 400;\">Keputusan Kepangkatan Satpam<\/span><\/i><span style=\"font-weight: 400;\">);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Security Guard License (<\/span><i><span style=\"font-weight: 400;\">KTA Satpam<\/span><\/i><span style=\"font-weight: 400;\">); and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Security Guard Member Resume (<\/span><i><span style=\"font-weight: 400;\">Buku Riwayat Anggota Satpam<\/span><\/i><span style=\"font-weight: 400;\">)<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">The inauguration of security guards\u2019 personnel was done by the Chief of the Indonesian National Police through <\/span><i><span style=\"font-weight: 400;\">Kakorbinmas Baharkam Polri <\/span><\/i><span style=\"font-weight: 400;\">or <\/span><i><span style=\"font-weight: 400;\">Dirbinmas Polri<\/span><\/i><span style=\"font-weight: 400;\">, depending on the place of their training.\u00a0<\/span><\/p>\n<p><b>Security Guard Personnel Training Level<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There are three levels of training for security guard personnel; Gada Pratama Training, Gada Madya Training, and Gada Utama Training.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These training could be held either by the Indonesian National Police or a security services business entity that have an Operational License (<\/span><i><span style=\"font-weight: 400;\">Surat Izin Operasional \u2013 SIO<\/span><\/i><span style=\"font-weight: 400;\">) in the field of security training.\u00a0<\/span><\/p>\n<p><b>Gada Pratama Training<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Gada Pratama training is the basic training for security guard personnel candidates with the purpose of forming the basic abilities and skills with gada pratama qualification.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For security guard personnel candidates that are former members of the Indonesian National Police or Indonesian National Army, this training is intended for the rank category of NCO (<\/span><i><span style=\"font-weight: 400;\">Tamtama<\/span><\/i><span style=\"font-weight: 400;\">) and Enlisted (<\/span><i><span style=\"font-weight: 400;\">Bintara<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gada Pratama competencies required by security guard personnel are;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performing tasks implementation preparation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performing adjustment;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performing protection;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performing patrol;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performing security in [a] crime scene;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handling dangerous objects and crime scenes.<\/span><\/li>\n<\/ul>\n<p><b>Gada Madya Training<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Gada Madya training is the intermediate training for security guard personnel with the purpose of forming intermediate abilities and skills with gada madya qualification.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More than that, the purpose of Gada Madya training is to create security guard personnel that have the mentalities, personalities, physical abilities, managerial knowledge and skills with security personnel supervisor qualification.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For security guard personnel candidates that are former members of the Indonesian National Police or Indonesian National Army, this training is intended for the ranks category of junior officers (<\/span><i><span style=\"font-weight: 400;\">perwira pertama<\/span><\/i><span style=\"font-weight: 400;\">) to senior officers (<\/span><i><span style=\"font-weight: 400;\">perwira menengah<\/span><\/i><span style=\"font-weight: 400;\">) that are equivalent to the rank of Police Adjunct Chief Commissioner (<\/span><i><span style=\"font-weight: 400;\">Ajun Komisaris Besar Polisi<\/span><\/i><span style=\"font-weight: 400;\">) in the Indonesian National Police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gada madya competencies include the ability to;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lead tasks implementation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform security procedure socialization;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform threat management at their workplace;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handle emergency situations;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform first action (<\/span><i><span style=\"font-weight: 400;\">tindakan pertama<\/span><\/i><span style=\"font-weight: 400;\">) in [a] crime scene;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform supervision and evaluation of tasks implementation; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform limited law enforcement.<\/span><\/li>\n<\/ul>\n<p><b>Gada Utama Training<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The highest level of training for security guard personnel is the Gada Utama training with the purpose of creating security guard personnel that have the mentalities, personalities, physical abilities, and managerial knowledge and abilities with security guard personnel manager qualifications.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, this training is intended to create security guard personnel with the ability to analyze tasks and activities, manage resources and solve problems in the scope of their duties and responsibilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For security guard personnel that are former member of the Indonesian National Police or the Indonesian National Army, this training are intended for rank category of senior officers (<\/span><i><span style=\"font-weight: 400;\">perwira menengah<\/span><\/i><span style=\"font-weight: 400;\">) that are equivalent to the rank of Police Chief Commissioner (<\/span><i><span style=\"font-weight: 400;\">Komisaris Menengah<\/span><\/i><span style=\"font-weight: 400;\">) in the Indonesian National Police to the rank category of general officers (<\/span><i><span style=\"font-weight: 400;\">perwira tinggi<\/span><\/i><span style=\"font-weight: 400;\">).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gada Utama competencies include the ability to;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Determine the level of threats in their workplace;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Determine the level of vulnerability in their workplace;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create security plan;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create standard operating procedure;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform emergency management;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handle conflicts in their workplace;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create security simulation design.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">With the new regulation, these training levels and competencies are directly related to the career path of security guard personnel.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Article 19 of the regulation divided security guard personnel career path into three categories, that are;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Manager;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Supervisor;
