An occasion that\u2019s usually talked about and celebrated.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Working on a career in a company that has a clearly defined organizational structure surely helps you in planning your career path. Setting up goals to achieve a position within a certain amount of time.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, how about being a security guard in Indonesia? Do security guards in Indonesia have a clearly defined career path? Are there any regulations to help you plan your career of being a security guard personnel in Indonesia?<\/span><\/p>\n<p><b>Indonesian Security Guard Rank Structure<\/b><\/p>\n<p><span style=\"font-weight: 400;\">One of the more welcomed changes in the Regulation of the Indonesian National Police No. 4 of 2020 on Private Security (<\/span><i><span style=\"font-weight: 400;\">Perpol No. 4 Tahun 2020 Tentang Pam Swakarsa <\/span><\/i><span style=\"font-weight: 400;\">or Perpol No. 4 of 2020) is the new regulation of rank structure for security guard personnel.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though its implementation is still on hold (as per writing this article), this new regulation on security guards rank structure will directly affect security guards career path (something that has never been clearly regulated before).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the Perpol No. 4 of 2020, there are nine ranks in the security guard rank structure. Those nine ranks are divided into three categories, that are; operational staff (<\/span><i><span style=\"font-weight: 400;\">pelaksana<\/span><\/i><span style=\"font-weight: 400;\">), supervisor (<\/span><i><span style=\"font-weight: 400;\">supervisor<\/span><\/i><span style=\"font-weight: 400;\">), and manager (<\/span><i><span style=\"font-weight: 400;\">manajer<\/span><\/i><span style=\"font-weight: 400;\">).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Below are the 9 ranks in the security guard rank structure and its requirement based on Article 20 of Perpol No. 4 of 2020.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Disclaimer: As per writing this article, there is no official [English] translation of the regulations that will be referred to in this article. All translations were provided by the writer of this article.<\/span><\/i><\/p>\n<p><b>Operational Staff Rank Category<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Operational staff rank category is the lowest rank in the security guards rank structure. Prior to occupying this rank, a security guard personnel must go through <\/span><b>Gada Pratama <\/b><span style=\"font-weight: 400;\">training.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are three rank levels in the operational staff rank category, that are (from highest to lowest);\u00a0<\/span><\/p>\n<ul>\n<li aria-level=\"1\"><b>Senior operational staff (<\/b><b><i>Pelaksana Utama<\/i><\/b><b>)<\/b><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Mid-level operational staff (<\/b><b><i>Pelaksana Madya<\/i><\/b><b>); and<\/b><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Operational staff (<\/b><b><i>Pelaksana<\/i><\/b><b>)<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">To move up from each rank level, a security guard personnel must first serve at least four years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A security guard personnel could move up from <\/span><b>operational staff <\/b><span style=\"font-weight: 400;\">rank to <\/span><b>mid-level operational staff <\/b><span style=\"font-weight: 400;\">rank after <\/span><b>two years of service <\/b><span style=\"font-weight: 400;\">and <\/span><b>completing the gada pratama competency test<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>Gada pratama competency<\/b><span style=\"font-weight: 400;\"> are the ability to;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform tasks implementation preparation;<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform adjustment(s);\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform protection;<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform patrol;<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform security in [a] crime scene;\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handle dangerous objects and crime scenes.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">There are no details concerning the requirement to move up from mid-level operational staff to senior operational staff in the Perpol No. 4 of 2020.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though, details about the requirement to move from the rank of <\/span><b>mid-level operational staff <\/b><span style=\"font-weight: 400;\">to the rank of <\/span><b>supervisor <\/b><span style=\"font-weight: 400;\">could be found in Article 24 Paragraph 3, that are;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The need of security guards service users;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passing Gada Pratama competency test;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Having specialized abilities; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passing Gada Pratama training.<\/span><\/li>\n<\/ul>\n<p><b>Supervisor Rank Category<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The next rank category in the security guards rank structure is the supervisor category. <\/span><b>Gada Madya <\/b><span style=\"font-weight: 400;\">training is required for security guard personnel to occupy this position.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The three levels of rank in the supervisor rank category are;\u00a0<\/span><\/p>\n<ul>\n<li aria-level=\"1\"><b>Senior supervisor <\/b><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Supervisor utama<\/span><\/i><span style=\"font-weight: 400;\">);\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Mid-level supervisor <\/b><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Supervisor madya<\/span><\/i><span style=\"font-weight: 400;\">);<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Supervisor <\/b><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Supervisor<\/span><\/i><span style=\"font-weight: 400;\">)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Where the rank of supervisor is the lowest, while senior supervisor is the highest in the supervisor rank category.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Just like the operational staff rank category, a security guard personnel must first serve for four years to move up from each rank.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though to move up from the rank of <\/span><b>supervisor <\/b><span style=\"font-weight: 400;\">to the rank of <\/span><b>mid-level supervisor<\/b><span style=\"font-weight: 400;\"> could be done after <\/span><b>two years of working as a supervisor and passing the gada madya competency test<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>Gada madya competency <\/b><span style=\"font-weight: 400;\">is the ability to;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lead tasks implementation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform security procedure socialization;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform threat management at their workplace;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handle emergency situations;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform first action (<\/span><i><span style=\"font-weight: 400;\">tindakan pertama<\/span><\/i><span style=\"font-weight: 400;\">) in [a] crime scene;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform supervision and evaluation of tasks implementation; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform limited law enforcement.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">No details were given in the Perpol No. 4 of 2020 regarding the requirements of moving up from mid-level supervisor to senior supervisor, though details about the requirements of moving up from <\/span><b>mid-level supervisor <\/b><span style=\"font-weight: 400;\">to the rank of manager were defined.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The requirements are;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The need security guards service users;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passing Gada Madya competency test;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Having specialized abilities; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passing Gada Utama training<\/span><\/li>\n<\/ul>\n<p><b>Manager Rank Category<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The third and highest rank category in the security guard rank structure is manager. To occupy this rank, a security guard personnel must first pass the <\/span><b>Gada Utama <\/b><span style=\"font-weight: 400;\">training.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From highest to lowest, the rank levels in the manager rank category are;\u00a0<\/span><\/p>\n<ul>\n<li aria-level=\"1\"><b>Senior manager <\/b><span style=\"font-weight: 400;\">(Manajer Utama);<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Mid-level manager <\/b><span style=\"font-weight: 400;\">(Manajer Madya);\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Manager <\/b><span style=\"font-weight: 400;\">(Manajer)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Unlike the operational staff and supervisor rank category, a security guard personnel could move up from each rank level in the manager rank category after serving a minimum of two years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While to move up from the rank of <\/span><b>manager <\/b><span style=\"font-weight: 400;\">to the rank of <\/span><b>mid-level manager<\/b><span style=\"font-weight: 400;\">, a security guard personnel must first <\/span><b>work as a manager for one year and pass the gada utama competency test<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gada utama competency include the ability to;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Determine the level of threats in their workplace;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Determine the level of vulnerability in their workplace;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create a security plan;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create standard operating procedure;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perform emergency management;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handle conflicts in their workplace;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Create security simulation design.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Moving up from the rank of <\/span><b>manager <\/b><span style=\"font-weight: 400;\">to the rank of <\/span><b>senior manager <\/b><span style=\"font-weight: 400;\">as defined in Article 22 Paragraph 3 of the Perpol No. 4 of 2020 could be achieved by meeting these requirements:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Getting recommendation from the security guards service user;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passing the Gada Utama competency test; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Having specialized ability in security system management.\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Security Guard, a Profession with Career Path<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Though its implementation was still postponed, the new regulation of security guard rank structure in the Perpol No. 4 of 2020 is viewed as a change in the right direction.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With that change, security guards\u2019 personnel in Indonesia would have a clearly defined career path that would help them to plan their career and \u201cmove up the ladder\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nawakara, as a security service business entity, always emphasizes the importance of training for security guards\u2019 personnel in every rank level through Nawakara Security Training Service.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>For a lot of people, getting a promotion and \u201cmoving up the ladder\u201d is viewed as an achievement in life.
