Especially when it comes to the creation of <\/span><a href=\"https:\/\/nawakara.com\/en\/serba-serbi-satpam\/\"><span style=\"font-weight: 400;\">security guard in Indonesia<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As most have probably known, Police General (Purn.) Prof. Dr. Drs. Awaloedin Djamin, M. P. A. plays an important role in the history of security guard in Indonesia.\u00a0<\/span><\/p>\n<p><b><i>Note: The title (Purn.) is short for \u201cPurnawirawan\u201d, a title given to ex-military or police members in Indonesia.<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">So much so that he was granted the title of \u201cThe Founding Father of Security Guard (in Indonesia)\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0A title granted to him after the creation of security guard in Indonesia through the Chief of Indonesian National Police Decree No. <\/span><i><span style=\"font-weight: 400;\">Pol..:SKEP\/126\/XII\/1980 <\/span><\/i><span style=\"font-weight: 400;\">on <\/span><i><span style=\"font-weight: 400;\">Satpam <\/span><\/i><span style=\"font-weight: 400;\">Development System (<\/span><i><span style=\"font-weight: 400;\">Surat Keputusan Kapolri No. Pol.:SKEP\/126XII\/1980 tentang Pola Pembinaan Satpam<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aside from his merits for the Indonesian police and security industry, Awaloedin Djamin \u2013 as you might notice from his other titles \u2013 was also an academic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Along his life, he has occupied different kinds of positions in different fields.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Just to mention a few, Awaloedin Djamin has become the Chief of the Indonesian National Police, the Minister of Manpower, the Head of State Administration Agency, and the Ambassador of the Republic of Indonesia to West Germany.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, what\u2019s the life story of Awaloedin Djamin?<\/span><\/p>\n<p><b>Early Life<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Awaloedin Djamin was born on the 26<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of September 1927 in the then city of Padang (or Padang City), West Sumatra, Dutch East-Indies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 1946, he went to military training at Batu Sangkar before returning home to Padang.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Circumstances in the city of Padang forced him and his family to evacuate to Bukittinggi. There, he finished his <\/span><i><span style=\"font-weight: 400;\">SLTA <\/span><\/i><span style=\"font-weight: 400;\">(high school) study in 1948.\u00a0<\/span><\/p>\n<p><b>A Policemen and an Academic<\/b><\/p>\n<p><span style=\"font-weight: 400;\">A year after finishing his high school study, Awaloedin Djamin continued his academic studies in 1949 to the Faculty of Economics in Universitas Indonesia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But, after just one year of studying in Universitas Indonesia, he chooses to enlist in Police Higher Education College (<\/span><i><span style=\"font-weight: 400;\">Perguruan Tinggi Ilmu Kepolisian<\/span><\/i><span style=\"font-weight: 400;\">), or PTIK. He graduated from PTIK in 1955, after five years of studies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His academic studies didn\u2019t stop there though. He took his opportunity to study at a program in the Graduate School of Public and International Affair at the University of Pittsburgh, United States.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After two years of studies, he graduated and earned his Master of Public Administration or M. P. A. degree.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cUnsatisfied\u201d with his master\u2019s degree, Awaloedin Djamin continued his academic studies in the United States.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This time in the School of Public Administration, University of North Carolina. Earning his doctoral degree in 1963. Becoming the first ever policemen in Indonesia to have the title of Professor Doctor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because of his capacity in the academic world, Awaloedin Djamin was appointed as a dean in PTIK, rector in Universitas Pancasila (1983-1985), and a non-permanent professor (<\/span><i><span style=\"font-weight: 400;\">guru besar tidak tetap<\/span><\/i><span style=\"font-weight: 400;\">) in the Faculty of Social and Political Science (FISIP) of Universitas Indonesia in 1948 with \u201c<\/span><i><span style=\"font-weight: 400;\">Praktek Administrasi Negara Republik Indonesia dan Perkembangan Ilmu Administrasi<\/span><\/i><span style=\"font-weight: 400;\">\u201d as the title of his inauguration speech.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His academic writings, such as \u201c<\/span><i><span style=\"font-weight: 400;\">Administrasi Kepolisian RI Menghadapi Tahun 2000<\/span><\/i><span style=\"font-weight: 400;\">\u201d or \u201c<\/span><i><span style=\"font-weight: 400;\">Sistem Administrasi Kepolisian Indonesia<\/span><\/i><span style=\"font-weight: 400;\">\u201d are still referred to in state administration science and police science academic writings up to this day.\u00a0<\/span><\/p>\n<p><b>Awaloedin Djamin\u2019s Careers<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Awaloedin Djamin\u2019s skills and capabilities enabled him to hold several high-ranking positions in multiple stage of his life.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His career started in 1955 after his studies at PTIK. With the rank of Police 1<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\"> Commissioner (<\/span><i><span style=\"font-weight: 400;\">Komisaris Polisi Tingkat I<\/span><\/i><span style=\"font-weight: 400;\">), he became part of the <\/span><i><span style=\"font-weight: 400;\">Jawatan Kepolisian Negara <\/span><\/i><span style=\"font-weight: 400;\">(now the Indonesian National Police, or<\/span> <span style=\"font-weight: 400;\">Polri), Jakarta.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His career in the police force continued until he became the Head of Secretariat General (<\/span><i><span style=\"font-weight: 400;\">Kasi Umum Sekretariat<\/span><\/i><span style=\"font-weight: 400;\">) of the <\/span><i><span style=\"font-weight: 400;\">Jawatan Kepolisian Negara<\/span><\/i><span style=\"font-weight: 400;\"> in 1958. After three years of service, he chooses to continue his study in the United States as previously mentioned.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After finishing his studies, Awaloedin Djamin continued his career in many fields. It\u2019s impossible to mention it all in this article, but to name a few:<\/span><\/p>\n<p><b>Minister of Manpower (1966-1968)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Awaloedin Djamin became the Minister of Manpower (<\/span><i><span style=\"font-weight: 400;\">Menteri Tenaga Kerja<\/span><\/i><span style=\"font-weight: 400;\">) for two years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the two years of him being the Minister of Manpower, he performed several strategic moves and created policies to fix the income rate and well-being of the government employees.<\/span><\/p>\n<p><b>Head of the State Administration Agency (1970-1976)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">During his leadership as the Head of State Administration Agency, a new law regarding principles of personnel affairs (<\/span><i><span style=\"font-weight: 400;\">pokok-pokok kepegawaian<\/span><\/i><span style=\"font-weight: 400;\">) was developed and enacted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The law in question is the Law No. 8 of 1974 on Principles of Personnel Affairs (<\/span><i><span style=\"font-weight: 400;\">UU Nomor 8 Tahun 1974 tentang Pokok-Pokok Kepegawaian<\/span><\/i><span style=\"font-weight: 400;\">) that differentiate government officials from government employees. Though government officials could also come from government employees.<\/span><\/p>\n<p><b>Chief of the Indonesian National Police (1978-1982)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">After two years of being the Ambassador of the Republic of Indonesia to West Germany (1976-1978), he was called back to Indonesia to be the Chief of the Indonesian National Police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was during his time as the Chief of the Indonesian National Police that he got the title \u201cThe Founding Father of Security Guard\u201d after the development and enactment of the Chief of Indonesian National Police Decree No. <\/span><i><span style=\"font-weight: 400;\">Pol..:SKEP\/126\/XII\/1980 <\/span><\/i><span style=\"font-weight: 400;\">on <\/span><i><span style=\"font-weight: 400;\">Satpam <\/span><\/i><span style=\"font-weight: 400;\">Development System.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But that\u2019s not the only achievement he did as the Chief of the Indonesian National Police.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In his time, the new Law No. 8 of 1981 on the Code of Criminal Procedure (<\/span><i><span style=\"font-weight: 400;\">KUHAP<\/span><\/i><span style=\"font-weight: 400;\">) was approved by the House of People\u2019s Representatives of the Republic of Indonesia and enacted to replace the old Dutch law of <\/span><i><span style=\"font-weight: 400;\">Het Herzine Inlandsh Reglement <\/span><\/i><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">HIR<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Indonesian National Police contributed much of the content of this new law.\u00a0<\/span><\/p>\n<p><b>Orders, Decorations, and Medals<\/b><\/p>\n<p><span style=\"font-weight: 400;\">For his services throughout his life, Awaloedin Djamin was awarded with various orders, decorations, and medals. Both from Indonesia and foreign countries, that are:<\/span><\/p>\n<p><b>From Indonesia<\/b><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bintang Mahaputra Adipradana<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bintang Dharma<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bintang Bhayangkara Utama<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bintang Bhayangkara Pratama<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bintang Bhayangkara Nararya<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Satya Lencana Perangf Kemerdekaan I dan II<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Saya Lencana Karya Bhakti<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Satya Lencana Yana Utama<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Satya Lencana Pancawarsa III<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Satya Lencana Peringkat Perjuangan Kemerdekaan RI<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Satya Lencana Penegak dan Veteran Perjuangan Kemerdekaan<\/span><\/i><\/li>\n<\/ol>\n<p><b>From Foreign Countries<\/b><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Grosskeruz des Bunder-dientsordens <\/span><\/i><span style=\"font-weight: 400;\">from the Federal Republic of Germany (West Germany)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Philippine Legion of Honor from the Republic of the Philippines<\/span><\/li>\n<\/ol>\n<p><b>The Founding Father of Security Guard\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The history of security guard or <\/span><i><span style=\"font-weight: 400;\">satuan pengamanan <\/span><\/i><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">satpam<\/span><\/i><span style=\"font-weight: 400;\">)<\/span> <span style=\"font-weight: 400;\">in Indonesia can be traced back to its creation on the 30<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of December 1980.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><i><span style=\"font-weight: 400;\">Satuan pengamanan<\/span><\/i><span style=\"font-weight: 400;\">\u201d itself is chosen by Awaloedin Djamin as the translation of \u201csecurity guard\u201d in Bahasa Indonesia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not long after the creation of security guard in Indonesia, its number grew to 30.000 personnel. A number that kept growing that in 2020 there are approximately 1,600,000 security guard personnel, of which 500,000 of them are officially registered.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because of his service, on the 30<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> of December 1993 that coincided with the 13<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> birthday of security guard, Awaloedin Djamin was awarded the title of \u201cThe Founding Father of Security Guard\u201d by the then Chief of the Indonesian National Police, <\/span><i><span style=\"font-weight: 400;\">Letjen.
