Strategic Collaboration Between PLN, Nawakara, and Brimob in Safeguarding National Electricity Security

Jakarta – Amid the rising complexity of threats to national vital objects, PLN UPT Cawang has strengthened its emergency preparedness for electricity security through a Riot Response and Bomb Disposal Simulation held on Friday (10/10/2025).

This activity serves as concrete proof of PLN’s commitment to ensuring national electricity reliability and security, while showcasing the strategic synergy between PLN, PT Nawakara Perkasa Nusantara, the East Jakarta Metro Police, and the Kelapa II Brimob Bomb Disposal Team.

National Preparedness Starts with PLN

As the manager of national vital objects, PLN plays a central role in maintaining the continuity of Indonesia’s electricity system. Therefore, efforts to enhance readiness in facing potential threats—both technical and non-technical—are an integral part of PLN’s commitment to serving the public.

Through this simulation, PLN UPT Cawang ensures that every level, from field personnel to management, is prepared to face extreme situations such as security disturbances, riots, or terror threats. This activity is also part of PLN’s preventive and responsive efforts in addressing increasingly diverse risks in the modern era.

“We do not wait for threats to emerge to be prepared; instead, we build systems and resources to ensure every potential risk can be managed quickly and precisely,” said Putut Setiawan, Manager of PLN UPT Cawang.

“This simulation is not just a drill—it is our responsibility to maintain the continuity of national electricity and safeguard all of PLN’s strategic infrastructure,” he added.

Strategic Cross-Agency Collaboration

The success of this simulation is inseparable from the strong synergy among institutions.
PLN collaborated with various strategic partners to ensure the activity was realistic, safe, and educational.

PT Nawakara Perkasa Nusantara acted as the technical facilitator for the simulation, helping design the scenarios and supporting on-site coordination.

The East Jakarta Metro Police played a role in securing the area and controlling the crowd during the riot scenario.

The Kelapa II Brimob Bomb Disposal Team provided technical expertise in handling bomb disposal, ensuring all safety procedures were carried out according to professional standards.

“This activity highlights the importance of collaboration between civil parties and security forces. Nawakara is present to ensure optimal coordination and technical readiness, while supporting PLN in strengthening a security-conscious culture in the workplace,” said M. Nuruli Khaliq, Head of the C&T Division at PT Nawakara Perkasa Nusantara.

Meanwhile, AKP Aang Suhana, S.Pd, Deputy Head of the Samapta Unit of the East Jakarta Metro Police, added, “We appreciate PLN’s initiative in maintaining preparedness. Exercises like this are crucial to ensure all parties can react quickly, cohesively, and according to procedures during real emergencies.”

The simulation, held in the PLN UPT Cawang area in East Jakarta, was designed to resemble real field conditions. The activity began with remarks and a briefing from PLN regarding the importance of preparedness for potential security threats.

The first scenario simulated crowd control (riot response) involving groups attempting to breach the UPT Cawang area. PLN’s security personnel swiftly executed initial control measures before coordinating with the police to stabilize the situation.

The next scenario illustrated the discovery of a suspicious object in PLN’s operational area. Internal security immediately implemented evacuation procedures and reported the finding to security authorities.

Within minutes, cross-agency coordination unfolded quickly and effectively. Nawakara monitored the operation, the police secured the perimeter, and the Kelapa II Brimob Bomb Disposal Team conducted a simulated bomb disposal process following standard protocols.

“This simulation demonstrates how technical readiness, procedural discipline, and rapid communication are key factors in preventing fatal risks. All parties fulfilled their roles well,” said IPTU Sumkamto, S.Sos, Commander of the Satjibom Kelapa Dua Depok Unit.

Evaluation Results: Rapid Response and Effective Synergy

At the conclusion of the activity, all parties conducted a joint evaluation to identify strengths and areas for improvement from the simulation. The evaluation results showed significant improvement in:

  • Response speed among security teams,

  • Integration of cross-agency coordination, and

  • Communication effectiveness during emergency situations.

This activity not only strengthened technical preparedness but also reinforced strategic working relationships among institutions in supporting national energy resilience. PLN affirmed that similar activities will continue regularly as part of a sustainable integrated security system.
