9 Ranks in Security Guard Rank Structure

For a lot of people, getting a promotion and “moving up the ladder” is viewed as an achievement in life. An occasion that’s usually talked about and celebrated. 

Working on a career in a company that has a clearly defined organizational structure surely helps you in planning your career path. Setting up goals to achieve a position within a certain amount of time. 

So, how about being a security guard in Indonesia? Do security guards in Indonesia have a clearly defined career path? Are there any regulations to help you plan your career of being a security guard personnel in Indonesia?

Indonesian Security Guard Rank Structure

One of the more welcomed changes in the Regulation of the Indonesian National Police No. 4 of 2020 on Private Security (Perpol No. 4 Tahun 2020 Tentang Pam Swakarsa or Perpol No. 4 of 2020) is the new regulation of rank structure for security guard personnel. 

Though its implementation is still on hold (as per writing this article), this new regulation on security guards rank structure will directly affect security guards career path (something that has never been clearly regulated before). 

In the Perpol No. 4 of 2020, there are nine ranks in the security guard rank structure. Those nine ranks are divided into three categories, that are; operational staff (pelaksana), supervisor (supervisor), and manager (manajer). 

Below are the 9 ranks in the security guard rank structure and its requirement based on Article 20 of Perpol No. 4 of 2020.

Operational Staff Rank Category

Operational staff rank category is the lowest rank in the security guards rank structure. Prior to occupying this rank, a security guard personnel must go through Gada Pratama training.

There are three rank levels in the operational staff rank category, that are (from highest to lowest); 

  • Senior operational staff (Pelaksana Utama)
  • Mid-level operational staff (Pelaksana Madya); and
  • Operational staff (Pelaksana)

To move up from each rank level, a security guard personnel must first serve at least four years.

A security guard personnel could move up from operational staff rank to mid-level operational staff rank after two years of service and completing the gada pratama competency test

Gada pratama competency are the ability to;

  • Perform tasks implementation preparation;
  • Perform adjustment(s); 
  • Perform protection;
  • Perform patrol;
  • Perform security in [a] crime scene; 
  • Handle dangerous objects and crime scenes.

There are no details concerning the requirement to move up from mid-level operational staff to senior operational staff in the Perpol No. 4 of 2020. 

Though, details about the requirement to move from the rank of mid-level operational staff to the rank of supervisor could be found in Article 24 Paragraph 3, that are; 

  • The need of security guards service users;
  • Passing Gada Pratama competency test;
  • Having specialized abilities; and
  • Passing Gada Pratama training.

Supervisor Rank Category

The next rank category in the security guards rank structure is the supervisor category. Gada Madya training is required for security guard personnel to occupy this position. 

The three levels of rank in the supervisor rank category are; 

  • Senior supervisor (Supervisor utama); 
  • Mid-level supervisor (Supervisor madya);
  • Supervisor (Supervisor)

Where the rank of supervisor is the lowest, while senior supervisor is the highest in the supervisor rank category.

Just like the operational staff rank category, a security guard personnel must first serve for four years to move up from each rank. 

Though to move up from the rank of supervisor to the rank of mid-level supervisor could be done after two years of working as a supervisor and passing the gada madya competency test

Gada madya competency is the ability to; 

  • Lead tasks implementation;
  • Perform security procedure socialization;
  • Perform threat management at their workplace;
  • Handle emergency situations;
  • Perform first action (tindakan pertama) in [a] crime scene;
  • Perform supervision and evaluation of tasks implementation; and
  • Perform limited law enforcement. 

No details were given in the Perpol No. 4 of 2020 regarding the requirements of moving up from mid-level supervisor to senior supervisor, though details about the requirements of moving up from mid-level supervisor to the rank of manager were defined.

The requirements are;

  • The need security guards service users;
  • Passing Gada Madya competency test;
  • Having specialized abilities; and
  • Passing Gada Utama training

Manager Rank Category

The third and highest rank category in the security guard rank structure is manager. To occupy this rank, a security guard personnel must first pass the Gada Utama training. 

From highest to lowest, the rank levels in the manager rank category are; 

  • Senior manager (Manajer Utama);
  • Mid-level manager (Manajer Madya); 
  • Manager (Manajer)

Unlike the operational staff and supervisor rank category, a security guard personnel could move up from each rank level in the manager rank category after serving a minimum of two years. 

While to move up from the rank of manager to the rank of mid-level manager, a security guard personnel must first work as a manager for one year and pass the gada utama competency test.

Gada utama competency include the ability to; 

  • Determine the level of threats in their workplace; 
  • Determine the level of vulnerability in their workplace; 
  • Create a security plan; 
  • Create standard operating procedure; 
  • Perform emergency management; 
  • Handle conflicts in their workplace; 
  • Create security simulation design.

Moving up from the rank of manager to the rank of senior manager as defined in Article 22 Paragraph 3 of the Perpol No. 4 of 2020 could be achieved by meeting these requirements:

  • Getting recommendation from the security guards service user;
  • Passing the Gada Utama competency test; and
  • Having specialized ability in security system management. 

Security Guard, a Profession with Career Path

Though its implementation was still postponed, the new regulation of security guard rank structure in the Perpol No. 4 of 2020 is viewed as a change in the right direction. 

With that change, security guards’ personnel in Indonesia would have a clearly defined career path that would help them to plan their career and “move up the ladder”.
